VINCENT J. GIBLIN – GENERAL PRESIDENT
A 44-year IUOE veteran, Giblin has served as general president since March 2005. He previously served as IUOE general secretary-treasurer since 2002. He was elected an International vice president in 1989. He joined Local 68 in New Jersey in 1964 and was elected business manager in 1975, a post he held until 2004. Giblin was named a member of the Board of Directors of Blue Cross-Blue Shield of New Jersey in 1993 and has served as chairman of the Board since July 1994. He also has served on the NJ Economic Development Authority and as chairman of the NJ Casino Reinvestment Development Authority.
CHRISTOPHER J. HANLEY – GENERAL SECRETARY-TREASURER
Elected general secretary-treasurer March 2005, he is a third-generation Operating Engineer. He joined the union in 1988 in Local 15 in New York City, later transferring to Local 25 in New Jersey. He served as an international vice president since 2003, after one year as an international trustee. Hanley joined the headquarters staff in 1990 in the Construction Department, eventually becoming director of the department in 1998, a position he held until his elevation to general secretary-treasurer. He also chairs the committee overseeing the IUOE Organizing Grant Program. He earned a BA degree from St. Francis College of Latrobe, PA.
WILLIAM C. WAGGONER – FIRST VICE PRESIDENT
First elected an international vice president in February 1980, he has served as business manager of Local 12 in Los Angeles since 1976. He has been a member of the local for 56 years and held a range of positions from working member, steward and Advisory Board member, business representative, and District representative to president, a position he was elected to in 1970 and served in until becoming business manager. Waggoner also holds positions as vice president of the California Labor Federation, AFL-CIO, and president of the Western Conference of Operating Engineers, as well as other labor and community positions.
BRIAN E. HICKEY – SECOND VICE PRESIDENT
Elected an international vice president in 2001. He has served as business manager/president of Local 399 in Chicago since December 2000. He joined the local in November 1981 and eventually became a chief engineer. He was elected a member of the Executive Board in 1987, and elected recording-corresponding secretary in 1997. Hickey also serves on the Finance Committee of the Chicago Federation of Labor, the Cook County Economic Development Advisory Committee, and the Board of Directors of the Chicago Convention & Tourism Bureau. He has a BS degree in Industrial Technology from Northern Michigan University.
GARY KROEKER – THIRD VICE PRESIDENT
Elected an international vice president in 2002. He has served as business manager of Local 115 in Burnaby, British Columbia, Canada since February 1992. That same year, he was elected an IUOE trustee. He joined the local in 1971 and subsequently held the offices of guard, treasurer, recording-corresponding secretary and assistant business manager. Kroeker also serves as president of the following labour organizations: the BC & Yukon Territory Building Trades Council, the Allied Hydro Council and the BC Highways & Relations Construction Council.
JOHN M. HAMILTON – FOURTH VICE PRESIDENT
Elected an international vice president in January 2004. He has served as business manager of Local 324 in Michigan since September 2003. A 36-year IUOE member, he worked as a crane operator before being appointed a business agent in 1987. He also serves as a trustee on a number of the local’s trust funds and as treasurer of its political action committee. Hamilton sits on a multitude of labor, private and community organizations, including the Michigan Transportation Team, Gov. Granholm’s Transition Team, the Wayne County Homeland Security Management and Blue Cross-Blue Shield of Michigan.
PATRICK L. SINK – FIFTH VICE PRESIDENT
Was elected an international vice president in June 2004. He has served as business manager of Local 18 in Ohio since February 2004. After joining the local in 1969, he worked operating excavators, dozers and concrete pumps. He was hired by the local in June 1987 as a business rep and later held several positions before becoming business manager. He is a graduate of the Ohio Peace Officer Academy and has hundreds of hours of advanced specialized criminal justice training, which he utilized while working dual careers of operator and law enforcement for 13 years in the ‘70s and ‘80s.
JERRY KALMAR – SIXTH VICE PRESIDENT
Was elected an international vice president in October 2005. He had served as an IUOE trustee since March 2005. He joined Local 39 in San Francisco in 1981, working a number of jobs in the city and taking every training course he could with the local. During that time, he also served the local as a guard, auditor, Board member, recording secretary and treasurer, before becoming president in 1992. He became a business representative in 1995 and then took over the local’s public employee division in 1999, which consisted of more than 11,000 members. In 2000, he became business manager of Local 39.
PHIL SCHLOOP – SEVENTH VICE PRESIDENT
Has been an international vice president since June 2006. Previously, he had been an IUOE trustee from 2000 to 2006. He was elected business manager of Local 547 in Detroit, MI in 1981. He joined the local in 1974 and worked as a boiler operator. He worked for the local as bargaining team member, steward and recording-corresponding secretary. Schloop also has served as chairman of the Michigan OSHA and the city of Detroit Labor-Management Committee and as co-chair of the Governor’s Labor-Management Committee. He is very active in a number of health care, safety and literacy endeavors throughout the state.
RUSSELL E. BURNS – EIGHTH VICE PRESIDENT
Was elected an international vice president in October 2006. He is the business manager of Local 3 in Alameda, CA, a position he was elected to in September 2006. He began his career with Local 3 in 1979 as a crane operator. He went to work for the local as a business rep in 1994, served as special rep in charge of the crane industry and later the dredging industry. He served as a district rep and became treasurer in 2002, later serving as the financial secretary from January 2005 until taking over as business manager. He is a graduate of the Harvard Trade Union Program.
JAMES T. CALLAHAN – NINTH VICE PRESIDENT
Elected an international vice president in March 2008. He has served as business manager/president of Local 15 in New York City since 2003. A 28-year member, he was one of the many Operating Engineers who responded immediately to the 9-11 tragedy and worked the entire recovery effort at Ground Zero. Callahan serves on the Executive Board of the NYC Building and Construction Trades Council, the Metropolitan Transit Authority’s Blue Ribbon Commission, and is a trustee of the IUOE Northeastern States Conference, the NY State Conference, and the IUOE General Pension Fund.

RODGER KAMINSKA – TENTH VICE PRESIDENT
Elected as international vice president in July 2008. He also is a trustee and treasurer of the IUOE General Pension Plan. He has been business manager of Local 101 in Kansas City, MO, since 1992. He also is the chairman of the local’s Pension Fund, Health & Welfare Fund and Vacation Fund and Apprenticeship Fund. A member since September 1968, he worked as a crane operator. Kaminska is a member of the Board of Directors of Economic Lifelines, a highway lobbying group in Kansas, and has served on the Board of the Greater Kansas City Building & Construction Trades and the AFL-CIO Labor Council.
MARK HOLLIDAY – ELEVENTH VICE PRESIDENT
Elected as international vice president in July 2008. He also serves as a trustee on the IUOE General Pension Plan. He has been business manager/financial secretary of Local 701 in Oregon since September 1995. He previously served as recording-corresponding secretary and vice president and began his career with Local 701 operating a crane, a dozer finish blade and excavators. Holliday also has served as president of the Oregon State Building Trades and as a member of the Executive Board of the State AFL-CIO. He is a U. S. Army veteran.
JAMES M. SWEENEY – TWELFTH VICE PRESIDENT
Elected as international vice president in February 2009. He is chairman of the Midwest Operating Engineers Fringe Benefit Funds, and chairman of the Apprenticeship Fund Board of Trustees. He also serves on the Executive Boards of the Chicago Federation of Labor, the Chicago and Cook County Building Trades Councils, and the Illinois Operating Engineers’ State Council. He joined Local 150 in 1979, and in 1987 became its first full-time organizer. He was elected Local 150 Vice-President in 2001, and has been Local 150's business manager since 2008.
ROBERT T. HEENAN – THIRTEENTH VICE PRESIDENT
Elected as International Vice President in July 2009. He also is a Trustee of the IUOE General Pension Plan. He joined Local 542 in 1948 after his discharge from the United States Army. He has served as Business Agent, Collection Manager for the Welfare and Pension Fund, and Business Manager (since 1992) for a total of 43 years. Heenan is a Vice-President of both the Philadelphia Building and Construction Trades Council and the Pennsylvania AFL-CIO Council. In 1999, he was appointed to the Pennsylvania Appeals Board (Prevailing Wage Act).
