Charles A. Parker
Trustee
Elected as an International Trustee in March of 2025. He is a second-generation Operating Engineer, beginning his career as an apprentice at Local 132 in 1995. He worked various construction projects in West Virginia before becoming an instructor in 2001 and then Training Director. He was elected Vice-President of Local 132 in 2013 and has served as Business Manager since 2015. Chuck also serves as a Trustee on the IUOE Local 132 Health & Welfare, Pension, & Apprenticeship Trust Fund and the Annuity & Savings Fund, as well as a Trustee on the West Virginia Heavy & Highway Association and the WV Labor Education and Development program. He serves as the Vice President for the WV AFL-CIO and the President of the WV State Building and Construction Trades Council.
