John L. Downey

A 24-year member of the IUOE, John started out in 2002 as a rank and file member of IUOE Local 542 in Fort Washington, PA, working in industries like concrete, concrete crushing, and sand and gravel. In 2010, John began his career with the International in Washington, DC, when he was hired to serve as an International Representative for the Northeast Region. In 2014, he was promoted to the position of IUOE Assistant Director of Construction, and he became the Director of the Construction Department in 2021. Subsequently, in 2023, John was appointed as IUOE Chief of Staff, while simultaneously still serving in a dual role as the Director of Construction. Ultimately, in January 2025, John was unanimously elected by the IUOE’s General Executive Board to serve in his current position as General President.
