Julie Rogel
International Representative
Julie Rogel has been a dedicated member of the International Union of Operating Engineers (IUOE) since 1998, initially joining through IUOE Local 609. This local served as a Stationary local for Washington state's largest school district. Over her 21-year tenure, she specialized in Safety and Security before advancing to a role in Emergency Management. Her training includes FEMA certifications, emergency response planning, CPR, and various crisis management courses. She managed the district’s emergency response strategies across more than 100 schools and district facilities, ensuring preparedness and safety.
Following the merger of Local 609 with IUOE Local 302, which covers Alaska, Washington, and Idaho with a focus on construction and stationary work, Julie actively participated in contract negotiations and organizational transitions. She quickly adapted to her new environment, becoming a Business Representative for Local 302. In this capacity, she represented public sector contracts for multiple school districts and led successful internal organizing campaigns, demonstrating her leadership and commitment to union growth.
In the summer of 2024, Julie relocated to Southern California and joined IUOE Local 501, a Stationary local serving Southern California and Nevada. Shortly after her move, Arizona Local 428 merged with Local 501, and Julie played a vital role in revitalizing member engagement, fostering membership growth, and expanding the local’s presence in Arizona. Her efforts continue to focus on transforming member sentiment from disenchantment to active optimism, emphasizing professional representation and community building.
Throughout her career, Julie has made unconventional career choices, increasingly driven by a passion for advancing the labor movement. As a Business Representative, she remains steadfast in promoting the goals of the IUOE through initiatives like the Women in Trades Committee. Her focus is on creating inclusive, safe, and diverse environments where women can thrive, develop their skills, and break barriers while maintaining a positive and engaging work culture.
Julie’s notable achievements include receiving the Red Cross Good Samaritan Award for saving someone’s life, volunteering with community organizations, and serving on the executive boards of various homeowner associations. Additionally, she was the longest-serving member of a voluntary training program committed to expanding safety and security education for over 18 years, reflecting her dedication to continuous professional development and community service.
