Terrance E. McGowan
Fourth Vice President
Elected as International Vice President in November 2011. McGowan has been a member since 1985 and is the Business Manager of Local 139 in Pewaukee, Wisconsin. He has also served as Business Agent, Auditor, Financial Secretary, District B (Madison) Manager, Vice President and President. He has been a member of the Local 139 Executive Board since 1992; a trustee of the union's Health Benefit Fund since 1997; Chairman of the Wisconsin Operating Engineers Skill Improvement & Apprenticeship Fund, and Chairman of the Construction Business Group. Terrance McGowan is also a Trustee of the IUOE General Pension Fund.
